Cannot start MySQL even after setting innodb_force_recovery=1 and innodb_force_recovery=4

I cannot start MySQL, I get error

I have tried to set innodb_force_recovery = 1 in both /etc/mysql/mysql.conf.d/mysqld.cnf and /etc/mysql/conf.d/mysql.cnf under [mysql]/[mysqld] tag and tried to restart mysql, but same error.
