Webpack 4: Content not from webpack is served from ./build

I am using webpack v4.15.0, webpack-cli v3.0.8, webpack-dev-server v3.1.4.

When I run my app it says content not from webpack is served from ./build. I tried many ways to resolve this issue by googling and also going through similar questions in stack overflow. I am not geting an idea why I am seeing such issue.

Here is my npm start script:

"start": "webpack-dev-server --config webpack.config.js --mode development --display-error-details --hot --watch --watch-polling --progress --colors --host= --port 8090 --history-api-fallback"

Here is my webpack config:

module.exports = {
    target: "web",
    entry: [
    output: {
        path: __dirname + 'build',
        publicPath: '/',
        filename: "bundle.js"
    plugins: [new HtmlWebpackPlugin({
        template: "index.html"
    new CompressionPlugin({
        asset: "[path].gz[query]",
        algorithm: "gzip",
        test: /\.js$|\.jsx$|\.css$|\.html$/,
        threshold: 10240,
        minRatio: 0.8
    new webpack.HotModuleReplacementPlugin(),
    // enable HMR globally

    new webpack.NoEmitOnErrorsPlugin()
    module: {
        rules: [
                //tell webpack to use jsx-loader for all *.jsx files
                test: /\.(js|jsx)$/,
                exclude: /node_modules/,
                loader: "babel-loader"
                test: /\.css$/,
                loader: "style-loader!css-loader"
                test: /\.(png|jpg|jpeg|gif|svg|woff|woff2)$/,
                use: [
                    loader: 'file-loader',
                    options: {}
                test: /\.(eot|ttf)$/,
                loader: "file-loader",
                test: /\.scss$/,
                loaders: ["style-loader", "css-loader", "sass-loader"]
    resolve: {
        modules: [
        extensions: [".js", ".jsx"]
    devServer: {
        watchOptions: {
        // Needed for Windows Subsystem for Linux dev environment:
            poll: true
        contentBase: './build'
    devtool: "cheap-module-eval-source-map",
    node: {
        child_process : "empty",
        fs: "empty"

Please help me to resolve the issue.
