Failed to create Maven through Eclipse

I am trying to create a Maven project in Eclipse(Windows), and it gives this error of "Could not calculate build plan". Is it the issue of wrong configuration of settings.xml file or is it Eclipse's problem.

Could not calculate build plan: Plugin org.apache.maven.plugins:maven-resources-plugin:2.6 or one of its dependencies could not be resolved: 
Failed to read artifact descriptor for org.apache.maven.plugins:maven-resources-plugin:jar:2.6

Note that when I imported existing Maven Project it worked fine. It is not working when I create my own Maven project.
