Port 22: Connection Refused Mac Terminal for VIRL Packet Sniffing

I am using VIRL or VM Maestro on a Mac at my college. I am trying to sniff packets in Wireshark from a topology I've build in VM Maestro. I have the steps necessary to do this, it seems straightforward, as shown below. But the problem is step 3. Every time I try to SSH in using "ssh virl@x.x.x.x" I get an error saying "Port 22: connection refused" enter image description here

I tried using -vvv to get more details but it doesn't really tell me anything

<me>:~ me$ ssh -vvv virl@<the IP address>
OpenSSH_7.8p1, LibreSSL 2.7.3
debug1: Reading configuration data /etc/ssh/ssh_config
debug1: /etc/ssh/ssh_config line 48: Applying options for *
debug1: /etc/ssh/ssh_config line 52: Applying options for *
debug2: resolve_canonicalize: hostname <the IP address> is address
debug2: ssh_connect_direct
debug1: Connecting to <the IP address> [<the IP address>] port 22.
debug1: connect to address <the IP address> port 22: Connection refused
ssh: connect to host <the IP address> port 22: Connection refused

Btw, I don't know if this has to be done first but I have already made VIRL Node Telnet consoles configured to open with the external Terminal, but I can't get past step 3 on this part. I know that many people have asked this broad port 22 connection refused question before, but it seems that none of the answers are relevant and if they are then the answer does not work for me. I'm wondering if this is a common problem specifically related to the connection to VIRL because it works just I can ssh into other things.
