Rabbitmq set user tags error non-zero return code

I'm using ansible to install and configure rabbitmq.

When it gets to the point of setting user tags I get an error:

The error claims that the rabbitmq service isn't running. But I checked the host that it's complaining about and the rabbitmq-server service is running.

How can I resolve this manually on the rabbitmq side? If I can get some help resolving this error I will put the solution into my ansible playbooks.
