Is there a module to open two URL's in a browser with snap assist?

A Friend of mine asked me whether I could write him a program that reads out link extensions from a csv and opens them in two browser tabs to compare. I thought it would be convenient to use windows Snap Assist tool to open them. Is there a way to do that? Modules that I use: csvreader, os, time, webbrowser (Selenium, but havent quite got the hang of it). Im pretty new to programming so code may have various format or logic errors:
