Unreadable letters if launch not from Netbeans

I use panamaHitek_Arduino-2.8.2.jar library in java project.
I Launch my project from NetBeans IDE. It's all ok.
All characters are readable on i2c display!
(Oh, And I'm using russian characters in my project of course.)
And if I'm launching from batch file or do double click my 1.jar
project file and I have unreadable letters on arduino display i2c.
This is fragment of code:

public  static void SendToArduino(String MyString) throws UnsupportedEncodingException, ArduinoException, SerialPortException { 
byte bytes[] = MyString.getBytes("UTF-8"); 
String value = new String(bytes, "UTF-8");
arduino.sendData(value+"");}

Problem happens when only I launch from batch. What's the problems?
